      William Edward "Bill" Samuels Jr., 83, died Monday, Aug. 4, 2014, at Belle Meade in Southern Pines.

      Born Dec. 17, 1930, he was the son of the late William E. and Mattie McRae Samuels.

      Bill grew up in Hamlet. During his high school years, he participated and earned letters in three sports of which football was his favorite. He was elected co-captain of the football team and played quarterback. During this time, Bill was active in Boy Scouts and earned his Eagle Award.

      Bill graduated from Catawba College in 1953. While at Catawba he played on the tennis team for three years and continued to be active in this sport for many years afterward. Following college, Bill served in the U.S. Army for two years. After discharge he worked with the Boy Scouts of America as an executive in Scotland and Hoke Counties, both part of the Cape Fear Council. In 1958, he became associated with Southern National Bank in Laurinburg and was transferred to the Southern Pines office in 1962.

      In 1967 he began work with Southern Pines Savings and Loan, which later changed its name to First Federal Savings Bank of Moore County. Bill served as the bank CEO, president and chairman of the board. This was one of the fastest growing banks in the state without mergers or acquisitions. When First Federal merged with First Bank of Troy in September of 2000, it had assets of $330 million. Bill often gave credit for the bank's success to the excellent employees he was able to hire during his 33 years there.

      Following the merger Bill became director and vice-chairman of the board of First Bank. Bill was active in many organizations over the years, including eight years on the board of Sandhills Community College; six years as a trustee of St. Joseph of the Pines; more than 49 years as a member of Southern Pines Rotary Club, serving as president in 1967; member of the Southern Pines School Bard and Advisory Council for Southern Pines and Pinecrest, serving as chairman in 1976; Boy Scouts Scoutmaster at Laurinburg Presbyterian Church and Cubmaster at Brownson Memorial Presbyterian Church in Southern Pines as well as chairman of the Moore County District of the Boy Scouts of America; on the State Board of N.C. Crippled Children and chairman of Camp Easter in the Pines; Little League baseball coach for four years with his team winning the title during his last year; officer in Sandhills Chamber of Commerce, Sandhills Little Theater, Weymouth Board of Trustees, Ruth Pauley Lecture Series and the Moore County Community Foundation; and director of the N.C. Banker's Association for three terms.
      Bill received the Distinguished Citizen Award from Moore County District of the Boy Scouts of America in 2004 and was awarded the Sandhills Kiwanis Club Builder's Cup in February 2005.

      Of all of his activities, Bill enjoyed his church work the most. He grew up a Presbyterian and joined Brownson Memorial Church when he came to Southern Pines in 1962. He served as chairman of the Board of Deacons in 1967 and afterward served as an elder for many years.

      He is survived by his wife, Virginia Johnson Samuels, of Southern Pines; five children, William Edward Samuels III, of Richmond, Va., Jay L. Samuels, and wife, Ellen, of Oak Island, and Patricia Samuels Philbrook, of Raleigh, Dr. W. Stacy Johnson and wife, Louise, of Princeton, N.J., and Joy Johnson Giuseffi and husband, John, of Valhalla, N.Y.; 10 grandchildren, Laura LeBlanc, Callison Roberts, Erin, Meg and Will Philbrook, Carson and Paige Johnson and William, Emily and Michele Giuseffi; four great-grandchildren, Parker and Noah Roberts, Hannah LeBlanc and Jaxon Philbrook; and one brother Dr. W. Ray Samuels and wife, Loretta, of Greenville, S.C.

      A memorial service will be held Sunday, Aug. 10, at 3 p.m. at Brownson Memorial Presbyterian Church in Southern Pines. The family will receive friends following the service at the church.

      In lieu of flowers, memorials may be made to the Brownson Memorial Presbyterian Church Building Fund.
