She was born on July 5, 1920 in Vidalia, Georgia, the daughter of Jesse Cleveland and Florence Wilkes Meadows. She graduated from Vidalia High School and received her Bachelor’s Degree in Education from Georgia State College for Women in Milledgeville, Georgia. Julia taught second grade for several years before joining the American Red Cross. She attended American University in Washington DC for Red Cross training and was stationed in Augusta, Georgia, where she worked in an Army hospital. She was transferred to Key West Naval Hospital in 1949 where she met her future husband Dr. C. T. Frerichs. She resigned from the Red Cross and they were married on December 10, 1950. Julia and C.T. moved to Rochester, Minnesota in December 1951, and they lived there until 1955 while C. T. completed his fellowship in Internal Medicine at the Mayo Clinic.

Mrs. Frerichs moved to Beatrice, Nebraska in January of 1955 where she and C.T. raised their family. She made a three month journey by ship through the Panama Canal to Australia and New Zealand. She enjoyed a long visit to Bangkok, Thailand when her daughter Christine was living there, with side visits to the Bridge on the River Kwai, and to India and the Taj Mahal.
